About the Project

1What is the Resilio Africa Project?
The Resilio Africa Project is a multi-country initiative designed to strengthen the cybersecurity posture of 200 Critical Community Institutions (CCIs) in Sub-Saharan Africa, with primary focus on Nigeria, Kenya, Ghana, and South Africa. Through capacity building, technical assessments, and coordinated defense networks, Resilio Africa aims to secure over 15 million public records and protect more than 2 million individuals who depend on essential community services.
2Who is implementing the project?
The Resilio Africa Project is sponsored by Google and implemented by CyberSafe Foundation.
3How long will the project run?
The project will run for 36 months. Selected CCIs will receive ongoing support throughout this period.

Eligibility

1Who qualifies as a Critical Community Institution (CCI)?
Critical Community Institution refers to organizations whose primary value is to strengthen communities at the local or regional level, regardless of whether they are formally nonprofit, publicly owned, cooperative, or private. These organizations deliver essential services to the public and play a vital role in community wellbeing and public service delivery.
2What types of organizations are eligible?
Eligible organizations must fall within one of these categories: - Educational, environmental and local services [Schools, community colleges, special education needs provision, libraries, parks and recreation, municipal or cooperative housing, residents’ associations, utility infrastructure provider, town planning, traffic management, employment or job centres, etc.] - Cultural and creative organizations [Theatres, museums, dance studios, music groups, youth clubs, allotments, local newspapers and radio stations, arts centres, faith-based community projects, etc.] - Health, sport, and care[sports clubs, gyms, swimming pools, refuges, care homes, crisis helplines, therapy and listening services, adoption services, early years childcare, etc.] - Public Administration Systems [municipal offices and select government ministries]
3What organizations are not eligible?
The following are **excluded** from participation: - Private financial institutions (banks, fintechs) - Large telecommunications operators - Private corporations outside community-service mandates - Military and national security agencies - Small, informal businesses
4What are the minimum eligibility criteria?
To qualify, each CCI must: - Be formally registered in Nigeria, Kenya, Ghana, or South Africa - Belong to one of the approved CCI categories - Have a minimum of 10 employees - Directly serve at least 5,000 community members - Maintain a minimum of 75,000 public records
5What verification process will be used to confirm applicant eligibility before approving participation?
CyberSafe Foundation will determine organizations’ eligibility based on the information submitted. Applicants may be asked to provide additional details to support the review process. It is the applicant’s responsibility to ensure that all information about their organization is accurate and truthful when requested. All eligibility decisions made by CyberSafe Foundation are final and cannot be appealed.

Application Process

1 How can my organization apply?
All CCIs must apply through the official online application form available on this website. Applications submitted by email or through third parties will not be accepted.
2What is the application period?
Applications will open on November 27th, 2025, and close on closing date May 1st, 2026. All applications must be submitted before the deadline as late submissions will not be considered.
3Is it possible for applicants to update or correct information after submitting their application?
Once an applicant submits an application, it cannot be edited, modified, or retrieved. The submission is considered final upon completion.
4Will applications be reviewed as they come in?
Yes. Applications will be reviewed on a rolling basis.
5When will applicants be notified of their selection?
Applicants will be notified of the selection outcome within 4 weeks after they submitted their application.
6Can I update my application after submission?
No. Once your application is submitted, you cannot make further edits. Please review all information carefully before submission.
7How will we be contacted if selected?
Selected organizations will receive an official onboarding email from [[email protected]], containing agreement documents, onboarding materials, and next steps.

Selection Process

1How will the applications be evaluated?
Applications will be assessed based on: - Eligibility and completeness of information - Type of CCI and sectoral balance (health, education, municipal, etc.) - Organizational need and vulnerability level - Potential for community impact and sustainability - Regional and sectoral distribution goals
2Will every eligible organization be selected?
No. Due to limited capacity, only 200 organizations across the four countries will be selected.
3Will applicants receive feedback if not selected?
Yes. However, due to the expected high number of applications, personalized feedback will not be provided to non-selected organizations.
4If my organisation is not selected immediately, is there a reserve or waitlist process?
Organisations that are not selected after the application closes may be placed on a reserve list for possible consideration at a later time. Any organisation placed on this reserve list will be notified after the application closes. Being placed on the reserve list does not guarantee selection or create any obligation or commitment from CyberSafe Foundation; reserve applicants should consider their application unsuccessful unless they are later informed otherwise.
5 Is there an appeal or resubmission process?
No. The selection decisions are final, and there is no appeal or resubmission process.

Participation and Benefits

1What will selected CCIs receive?
Selected CCIs will receive: - Comprehensive cybersecurity maturity assessments - Tailored incident response playbooks - Capacity building and training for executives, IT staff, and general employees - Participation in tabletop simulations and peer-learning sessions - Access to a regional cyber defense network for real-time information sharing All support is provided free of charge.
2Are there any costs or co-funding requirements?
No. All training, assessments, and technical support are fully funded by the project. Participating CCIs will not pay any fees.
3Will CCIs receive financial grants or equipment?
No. The Resilio Africa Project focuses on capacity building, training, and technical support, not direct cash grants or hardware donations.
4What kind of training will be provided?
Training will cover areas such as cybersecurity awareness, executive decision-making in cyber resilience, technical threat response, phishing simulations, and live incident exercises.

Data Protection and Assessments

1What kind of cybersecurity assessments will be conducted?
Each selected CCI will undergo a baseline cybersecurity maturity assessment, which may include questionnaires, interviews, and, in some cases, authorized technical scans (The type and depth of assessments will be finalized with each CCI). All scans will be conducted ethically, safely, and with minimal disruption.
2How will my organization’s data be protected?
All data collected through the project will be handled in strict confidence by trained cybersecurity professionals, following international data protection standards. Data is stored securely and accessed only by authorized personnel.
3Will our assessment results be shared publicly?
No. Individual CCI results will remain confidential and shared only with your organization. Aggregate, anonymized data may be used to inform regional reports.

1Can I edit my application after submitting it?
No. Once submitted, applications cannot be edited. Please review your responses carefully before final submission.
2I submitted the form but didn’t receive a confirmation email. What should I do?
